Runway Approach Lighting
Approach lighting systems extend visual cues to the approaching pilot and make the runway environment apparent with less visibility than when such lighting is not available. For this reason, lower straight-in (not applicable to circling) visibility minimums may be established when standard or equivalent approach lighting systems are present .
Runway Approach Lights
Navigational aids. The most common form of navaid used for the approach phase of aircraft descent is the instrument landing system (ILS). This is a radio signal that is beamed along the centreline of the runway and at the correct angle of approach (usually 3° above the horizontal). The beam is intercepted by an approaching aircraft up to 24 km (15 miles) from the threshold of the runway.

Approach Lights. This is a system of runway lights that is composed of strobe lights and light bars that signal to the pilot where the beginning of the runway is and where approach needs to commence. It is most commonly referred to as an ALS, or approach lighting system.
The Visual Approach Slope Indicator (VASI) is a system of lights arranged to provide visual descent guidance information during the approach to a runway for VFR and IFR pilots. These lights are visible from 3-5 miles during the day and up to 20 miles or more at night.

In many landing scenarios where you are at minimums, the approach has been designed so that you will NOT see the runway but you will see the approach lights. In a typical ILS, those lights permit you to continue the approach to 100' above the runway at which point the geometry then will allow you to see the runway.
